After continuing to review options, I have no clue how to do this. The plan is to use the module dependencies, but there's no API to get access to a JAR (*.tld files contained in the META-INF folder of the JARs should be processed). When that is done, the processing code should be almost the same as for regular webapp TLDs, as in TldParsingDeploymentProcessor.
