The suggested approach does not work because the compendium bundle cannot have a dependency on org.osgi.core. Generally, OSGi bundles that are stored on the modules hierarchy cannot have module dependencies.

I added the org.osgi.util.tracker package to the framework implementation. This is the approach that other framework vendors also do.

Perhaps we should consider storing bundles in a hierarchy parallel to modules. In that way a module cannot (accidentally) create a dependency on a bundle and vice versa
