I had to split the upload into separate files. 
To deploy, update the hello_missing_libs.war with jruby-core and jruby-rack by putting them in the WEB-INF/lib directory of the war. Then copy the war to the server's deploy directory and point your web browser to http://localhost:8080/hello/
