Decision Table documentation has been available since (at least 4.0.7): http://downloads.jboss.com/drools/docs/4.0.7.19894.GA/html_single/index.html#d0e1896.
This JIRA Project is for the Open Source, Community Edition of Drools. Red Hat offer a paid for, "product" version with accompanying support.
