Does this happen consistently? The test passes fine when I run it on the jbosgi branch:

$ mvn -DskipTests=false -Dtest=osgi/**/*TestCase test

...

Running org.jboss.as.testsuite.integration.osgi.webapp.ServletIntegrationTestCase
Tests run: 2, Failures: 0, Errors: 0, Skipped: 1, Time elapsed: 0.327 sec
