Re Brian's last point: we cannot mark a response as received if the filter rejects it because GET_FIRST would fail in this case:
- We expect responses from 3 members
- The first response is null, NonNullResponseFilter rejects it
- However, if we set received=true, the call will return because num_received >= 1 !
