I think we should just separate deployments from server group assignments.  In other words, put deployments on its own screen and put server group assignments on another screen with a table of server groups that are edited like most of our other subsystems.

There is another jira (AS7-2373) where they say it's unclear that "Assign to Group" assigns to the currently selected server group tab.  So I thought I would just pop up a list of checkboxes and allow assignment to multiple groups at once anyway.

This way we will be able to easily handle cases where we have many server groups and many deployments.
