Actually I think that from an architectural point of view the request should be kept into account and it should be part of the main AS7.
Having a common framework for delivering both soap and restful service would minimize the libraries and the dependencies on the server side, optimizing also the memory usage (e.g. if you have a service exposed with both soap and rest). Besides Apache CXF provide features not included in Resteasy, like the automatic generation of WADL descriptors.

I perfectly understand that Resteasy is a "friend" JBoss project, but in my opinion the design of the application server should not be influenced by policies and decisions not directly driven by technical motivations.
