The DeployerChainAddHandler is currently doing its work in Stage.VERIFY, which is hacky and causes issues with detecting and rolling back operations that create missing dependencies.

It just needs to run after all other steps that register DUPs. That can be handled while still running it in Stage.RUNTIME.
