This doesn't have to happen in 7.1. The address of the master HC can be supplied via a system property, which covers the key use case of not requiring a cloud image to have the information hard coded in host.xml.

The next step would be multicast discovery, but that won't work on the cloud so getting it into 7.1 is not a priority.

Next would be something like what JGroups uses, where it stores/retrieves discovery data in an S3 bucket. But that's not feasible to implement in the 7.1 timeframe.
