If you start a Domain Controller that has no active Servers, and there are no Host Controllers in the domain with any active Servers (so there are no servers at all in the entire domain), then you can not add a new Datasource Configuration. When you click the "Add" button, nothing happens.

If I start a host that has at least one server running, then clicking Add seems to work fine. I think I should be able to define a Datasource whether or not any active servers are found in the domain.
