    Description: 
When I use a TCP protocol stack with TCPPING having
<TCPPING timeout="3000"
             initial_hosts="${jgroups.tcpping.initial_hosts:localhost[7800]}"
             port_range="1"
             num_initial_members="3"/>
and start 2 instances on the same machine at the same time, the 2 instances failed to jion the same view.
But when is use IP address, it seems work well.

This do worked well on 2.6.9 and earlier versions.
