It's something discussed here http://lists.jboss.org/pipermail/jboss-as7-dev/2011-October/004202.html. What I can eventually do is to throw an error if the enabled parameter is passed as true. BTW enabled patrameter ha already been removed operation description for "add".
In a nutshell ds are always added as disabled and have to be enabled using the "enable" operation. I've explained a bit further reason in original ML message and also here: http://community.jboss.org/message/636422#636422.
Maybe you would like to hide this double operation in data-source script
