I don't know if it related but sometime back I had noticed a bug in VFSResourceLoader which still exists in AS7 upstream. I have a fix for that here https://github.com/jaikiran/jboss-as/commit/5a57a857ab8b9ff2547bf51cec04a2403f76f86f but hadn't sent a pull request at that time since I couldn't come up with a proper test for it.

I'll send a pull request for that commit today, since anyway it's a bug. You can then check if it fixes this issue.
