I know that technology for dependency loading exists.
I even wrote that LibraryLoader :)

Currently it uses META-INF/lib/... and it requires the physical
file system (extracted .jar) So in theory this could be also
specified inside Library.properties to create layout definable.
eg. adding
windows.prefix.i386=lib/windows-i386
windows.prefix.amd64=lib/windows-amd64
...

As long as the Library.java allows the load from the
LD_LIBRARY_PATH, and uses this as a fallback
this can be basically any layout you wish.
