Thank you for reporting this. There are 2 parts to the problem reported here:
1. Your test case is wrong because it is only serializing one package, making your kbase inconsistent. Your test should serialize all packages and not only one of them:

2. The second part is Drools should be providing a proper error message for that, but at the moment Drools has no concept of dependency management. We plan to implement this in the future, and when that is done, then Drools will be able to detect that you are missing a package, but at the moment it is just impossible to do so.
I will close this ticket and we will take care of part 2 when we add dependency management.
