I got exactly the same problem on 2 of my pc (winxp). I do a trick to make the servers showing "green" in the console. But I haven't verified whether the servers are actually working properly.

Here's the trick:
1. Run domain.bat. You will see several java processes in the Window's task manager. For my case, I have 1 server configured in the host.xml, which results in 3 java process.
2. In task manager, kill 1 of 3 java processes. For my case, I killed the highest memory usage process. You will see the console showing ".... Starting process 'Host Controller'". And seems like it's restarting the host controller.
3. Go back to the console, you will now see the server with status "green".
