The settings used by build.sh is a default settings.xml, the same as the one located in $MAVEN_HOME/conf/settings.xml.  I believe this is correct because if you use the user's settings.xml, one of their settings might break the build.  The user can run "mvn clean install" to use their own maven installation and settings, or use "build.sh" to use a default Maven installation and settings.
