The following configuration snippet (in standalone.xml) worked in 7.0.2.FINAL

            <security-realm name="ManagementRealm">
                <authentication>
                    <users>

                </authentication>
            </security-realm>

On a fresh install of 7.1.1.FINAL, it fails to startup with the following logging...
