The jaxb jars from java.net contain repackaged classes brought in from other projects.  A rebuild of jaxb which does not include these classes should be used in AS7 for easier support.

The external projects (for example, istack-commons and dtd-parser) should be included in the build via Maven dependencies and set up as modules in AS7.
