I have looked at this issue and indeed there are inconsistencies in the messaging management model in domain mode.

Some of these issues will be addressed by AS7-4790 by leveraging ResourceDefinition. Once AS7-4790 is done, we can revisit this issue to add high-level CLI operations for the messaging subsystem.
