By the time AS-specific code that could attempt to track usage of system properties executes, many properties may have already been consumed by the core JDK classes themselves or by libraries that execute during bootstrap before any AS code does, e.g. jboss-modules are logging frameworks. The AS has no way to distinguish the case of a property never being used vs one that was used before usage tracking began.
