Basic FrameworkFactory functionality is currently used by the [osgi.httpservice.r4v42|https://jenkins.mw.lab.eng.bos.redhat.com/hudson/view/JBossOSGi/job/osgi.httpservice.r4v42/] job

Here some outstanding items that need to be completed before we can resolve this issue

* Internationalization for exceptions and info messages
* [AS7-4691] Support for framework restart semantic
* [AS7-5882] Allow OSGi configuration to get modified before subsystem start
* There are also a number of TODOs in the code
