A solution is to place the xjc jar (and only the xjc jar, not the other jaxb jars) in the *karaf-home/lib/ext* directory and add the following line to the *karaf-home/etc/custom.properties* file

I used the *jaxb-xjc-2.1.9-osgi.jar*.
