If this is just about the location of the attribute in the xml schema, there is no requirement to move it, and moving it would not be a satisfactory reason for a schema version bump.

There was a push during 7.1.0 development to remove attributes off the <subsystem> xml elements but it never achieved consensus and never attracted resources to make changes. It's not a requirement.
