    Description: 
Determine strategies for bringing a server back into compliance with the domain following failed or missed operations. A failed operation is one where the operation fails to apply to the server but the overall rollout plan for the domain is configured such that the individual server failure does not lead to rolling back the operation across the domain. Missing an operation would be the unusual case where the localhost-based server<->HC communication is temporarily broken and the server does not receive certain operations.
