I do not think this issue is valid.  I just checked that the vault element is retained across multiple server restarts in the standalone mode.  I had distinctly checked that the settings are not lost when the feature was implemented.  I just had to check.  Please follow the article http://community.jboss.org/wiki/JBossAS7SecuringPasswords  and put the vault element after extensions element.
