This really looks like some network issue on your windows box, do you have any strange firewall or IDS system running?
can you this command "tasklist /svc > services.txt" and attach the services.txt file to this issue. there must be some background service that is giving you problems.
What kind of firewall do you have installed? Try disabling it.
What it looks like happens is that some software (maybe even corrupt tcp stack) is preventing jboss to open a listening server port and then allowing to communicate trough it.
