Duplicates AS7-1095. For a server launched via standalone.sh or equivalent, the :shutdown operation now takes a boolean "restart" param; if true the process exits with exit code 10, which the script will detect and trigger a relaunch of the process.

As noted above AS7-2247 is a separate issue for any related work in the console.
