Unfortunately we ended up being too late in the cycle to really make these changes. The layout of 7 is already expected by the users using it, since it's been out for awhile, so it could potentially create extra hassle(as an example IDE integration would have to be updated to look for different locations of things). We can look at this again with AS8.
