If domain controller is down, the managed servers could not be started! There should be a an "emergency mode" for managed servers, so that they can be started with the last configuration.
Even in such worst case scenario (domain controller crashes or is down) there is such an "emergency mode" a must have, even the big players (e.g. WebLogic Server) do actually have such an "emergency mode"
