This was never intended to work at all. Global log configurations need to be set in the JBoss configuration file. 

We will be introducing per-deployment log configurations, but logback.xml is not planned to be one of them at this point (see [AS7-514|https://issues.jboss.org/browse/AS7-4030]). Though if you place the configuration file within the WEB-INF/classes directory it might just work.
