there seems to be a non-deterministic behavior when loading css resources that are associated with the module descriptor. in some cases (the actual error described here) the css is not loaded, or not loaded after the page elements have been attached to the DOM. Moving to client bundles (CssResource#ensureInjected) seems to prevent this error.
