The problem seems fixed but just wanted to mention a nuance related to Java 7.
In Java 6, changing the system locale via regional settings works, but in Java 7, even changing the locale (on windows 7) doesn't help. Because, in Java 7, locale is divided into two categories: FORMAT and DISPLAY. Changes done in regional settings just affect the FORMAT one. If your win7 is installed, for example, in Turkish, DISPLAY locale (that is what Locale.getDefault() method returns) is always Turkish. To change it, you have to install a new display language into win7 (which is only possible in enterprise and ultimate editions).
