I think this is not a bug.  Last month I had grabbed the changes to KeystoreAttributes.java for 7.1.2 for AS7-4438 to make password expression evaluation work for mgmt ssl keystore passwd and part of that change was changing the keystore passwd attribute from "password" to "keystore-password".  I just changed that back to "password" and retested and now the configuration created by server-identity=ssl:add works without editing.
