But, on the other hand, enforcing monotonically increasing seqnos would allow us to only maintain *one* seqno or each sender, namely the next seqno to be delivered (next_to_deliver). If we receive a seqno < next_to_deliver, we simply discard it. This would only happen on resending of messages in the forward-table when a coordinator changes. We would *not* get messages that are higher than next_to_deliver.
