With bundle hot-deployment to the deployments folder their is no notion of set. The deployments race independently and it is possible that the host resolves before the fragment is installed in which case the fragment would not attach.
On server restart however, there is a guarantee that all bundle deployments get installed before any of them resolves. Is this not the case?
We also support nested deployments. When you put your host+fragments in an EAR this should also work
