One option to fix this might be to wait with the next phase setup

* The next phase of the EAR is setup when all the sub deployments in this phase are done. So the EAR can be setup with PASSIVE to begin with

* The next phase of any sub deployment is setup when this phase of the EAR is done. So any sub deployment that is not deferred can be made PASSIVE
