A simple modification in org.jboss.as.web.WebVirtualHostService might do the trick:
public synchronized void start(StartContext context) throws StartException {
final StandardHost host = new StandardHost();
host.setErrorReportValveClass(System.getProperty("org.apache.catalina.valves.ErrorReportValveClass", "org.apache.catalina.valves.ErrorReportValve"));
....
