There is no real need to raise a JIRA for questions like this. 

Furthermore Guvnor JIRA lives at https://issues.jboss.org/browse/GUVNOR.

However, if you look in the /org.drools.guvnor.Guvnor/images/ folder in the WAR you will see the images to which you refer. Guvnor uses GWT and as such most styling is embedded in the resulting Java Script at compile-time. Depending on what you want to change you may need to re-compile Guvnor.
