Resolution: Done
Resolving as I believe this is now out of date and was actually fixed in 7.1.2.Final. The behavior you reported was because the deployment scanner for deployments/ did its first scan after boot. Boot just told it to start scanning. Making that initial scan part of boot is something we added in 7.1.2.
