I haven't looked in detail, but that sounds like a step in the right direction.

When I looked at this a couple weeks ago, another thing I saw is all of the child resources besides "configuration" required a reload if added. So they'd have a similar issue. It would be nice if that :reload wasn't necessary, and the newly added bits of config could just update a running mod_cluster service. That may not be possible though.
