I'm just rethinking this - should we really throw a deployment failure for this? Shouldn't we treat it just like any other disabled subsystem i.e. ignore those components? For example, if the POJO subsystem isn't installed, I believe we just ignore the jboss-beans.xml files and don't fail the deployment.
