The description refers to a "fixpack installer". It is the intent of the patching feature that it can install a minor or micro version upgrade as a patch. An "installer" can have other capabilities, e.g. nice UI wizards to walk the user through post-install configuration, etc. That is out of scope for the patching tool feature.
