I run a quick test against PeriodicRotatingFileHandler, specifically I tried to see which values it will give me for different file timestamps:


        System.out.println("now = " + Calendar.getInstance().getTime());
        for(int i = 0; i < 36; i++)
        {
            now -= 12*3600*1000;
            calcNextRollover(now);
        }

this code, plus 

        System.out.println("calendar = " + calendar.getTime());

at the end of 

    private void calcNextRollover(final long fromTime) {

All this produced this:

now = Wed Apr 24 22:55:41 EEST 2013
calendar = Thu Apr 25 00:00:00 EEST 2013
calendar = Wed Apr 24 12:00:00 EEST 2013
calendar = Wed Apr 24 00:00:00 EEST 2013
calendar = Tue Apr 23 12:00:00 EEST 2013
calendar = Tue Apr 23 00:00:00 EEST 2013
calendar = Mon Apr 22 12:00:00 EEST 2013
calendar = Mon Apr 22 00:00:00 EEST 2013
calendar = Sun Apr 21 12:00:00 EEST 2013


...

So, it seems for me that somehow 12-hours not really fixed.
Could this be due to Timezone?
