This has been done, and the PR is at https://github.com/wildfly/wildfly/pull/4948.

I've added some tests in the subsystem itself JmxRbacEnabledTestCase & JmxRbacDisabledTestCase but it could probably do with further testing in the testsuite once it is in upstream.
