Consumers of WF would like to be able to use the undertow subsystem without clustering dependencies.

Currently, the undertow <-> clustering dependency chain is:

wildfly-undertow -> wildfly-clustering-web-undertow -> wildfly-clustering-web-spi

This JIRA would change this to:

wildfly-undertow <- wildfly-clustering-web-undertow -> wildfly-clustering-web-spi

The wildfly-undertow module would no longer have a compile time dependency on wildfly-clustering-web-undertow and instead would have an optional runtime dependency.
