Hello Michael,
I have been trying to reproduce your problem with no success.
My 7.1.1 Final server instance as well as yours (confirmed in forum post) were served WSDL properly. It indicates that problem lays somewhere in configuration or other component.

Please include reproduction steps or source code which is not working example.
