The AS7-6531 test has revealed a bug in the transformers. ModClusterExtension.CapacityCheckerAndConverter is allowing loss of precision when converting from doubles to ints. This is important for metrics such as "cpu" where the capacity is a value between 0 and 1 representing a percentage.
