I had already created this in: https://github.com/dmlloyd/jboss-javaee-concurrency-api_spec (upstream at https://github.com/jboss/jboss-javaee-concurrency-api_spec ) but I'm okay with renaming it if you prefer.

Sorry it did not occur to me to put in a JIRA in this project.
